Project Overview
The Alaska Department of Transportation and Public Facilities (DOT&PF) is repairing severalĀ sites damaged in the 2020 Storm in Haines, Alaska.
Purpose & Need
In December 2020, a week of record rainfall in Southeast Alaska led to widespread flooding and landslides in local communities. By the end of the storm, Alaska Department of Transportation and Public Facilities (DOT&PF) roads in Juneau, Haines, Skagway, Hoonah, and Petersburg had sustained widespread damage. DOT&PF conducted immediate emergency repairs on numerous sites to address roadway damage, washed out culverts, filled drainage ditches, and landslides. Permanent repairs are required to rebuild Alaska’s infrastructure.
The purpose of this project is to repair infrastructure that was damaged by the December 2020 Storm event.
Project Description
This project will repair damages at four locations in Haines that experienced damage from the storm event: two sites on Mud Bay Road, one site on Sawmill Road, and one site within the DOT&PF’s Maintenance Yard. Each site is designed to meet ADF&G guidance for fish passage.
Permanent repairs replace previously completed emergency and temporary repairs to address storm damage affecting grading, drainage, paving, embankment, side slope stabilization, and pavement structure.
Proposed typical sections generally match the existing road sections. There are no planned improvements to the road widths, grades, fore-slopes, ditches, or back-slopes at any locations included in this project. Changes and/or improvements to existing drainage structures are proposed where necessary to bring the project sites’ drainage features up to current DOT&PF standards. Concrete headwalls will be installed where culvert inlets were damaged by debris, and existing thaw wires will be replaced.
Mud Bay Road MP 5.35:
The repair at this location consists of repaving the southbound shoulder and reestablishing the ditch line.
Sawmill Road MP 0.23 Culvert: The repair at this location includes removing existing 36- and 48-inch cross culverts and replacing them with one fish passage culvert. To stabilize the eroded banks, riprap will be installed on the embankments at the culvert inlet and outlet. Both lanes of travel will be repaved and pavement markings will be reapplied.
DOT&PF Maintenance Yard Culvert: The repair at this location includes removing the damaged culvert and reconstructing a fish passable open channel along the southern boundary of the DOT&PF Maintenance Yard. The open channel will be aligned to flow into the existing culvert under Union Street. The southern entrance to the DOT&PF Maintenance Yard will require construction of a fish passage culvert with riprap on the inlet and outlet embankments. The trench created by removal of the existing culvert will be backfilled.
Mud Bay Road MP 5.35 Culvert:
Two existing 30-inch cross culverts will be upsized to a fish passage steel arch structure. The repair at this location includes the removal of two 40-foot long 30-inch diameter corrugated aluminum culverts. The replacement structure proposed is a fish passage steel pipe arch culvert. Riprap will be placed to stabilize the embankment at the inlet and outlet. Both lanes of travel will be repaved and pavement markings will be reapplied.
Status
The project is currently in design, and plan sets are with FEMA for review of scope and fee. Construction is anticipated to occur in 2027.
Temporary Traffic Disruptions
The project will seek to keep one lane open throughout construction with the possible exception of short temporary closures for paving.
DOT&PF will coordinate with the Haines Borough to develop a traffic control plan that minimizes impacts to residents and businesses, particularly during the tourist season, and safely guides and protects the traveling public in work zones
