Haines Storm Repair Projects
DOT&PF is completing design on numerous storm-damaged locations in Haines. Each project contains multiple damage sites to repair. Damage sites are grouped into projects by complexity and type of repairs needed. Construction is expected in 2025 and 2026.
Roadway and Culverts Project
This project has completed 95% design. Next, FEMA will review the final design package for approval of scope and cost. Concurrently, DOT&PF will work on negotiating property acquisitions for one of the projects. The final design package for all sites in the project is expected in fall 2025 and construction is expected for summer 2026. DOT&PF M&O will continue monitoring sites and doing emergency repairs as needed until construction begins.
- Allen-Menaker Road (7 damage sites): Culvert replacement, embankment stabilization, regrading ditches, associated roadway repairs, and repaving
- Mud Bay Road (2 damage sites): Culvert replacement, replace head/wing wall, embankment stabilization/riprap, associated roadway repairs, and repaving
- Front Street (1 damage site): Regrading and stabilizing ditch with riprap/ditch lining
- Beach Road (3 damage sites): Culvert replacement, embankment stabilization, associated roadway repairs, and repaving
- Comstock Road (2 damage sites): culvert replacement, embankment stabilization, regrading ditches, associated roadway repairs and repaving
- Piedad Road (4 damage sites): Culvert replacement, regrading ditches and drainage swale, associated roadway repairs and repaving.
- DOT&PF has been tracking the condition of the road and responding with local Maintenance & Operations (M&O). With limited resources, M&O has been primarily grading the road after spring thaw and patching potholes. Haines has had a tough winter for roads because there were many freeze/thaw cycles over this past season. Roads can’t be graded or patched if frozen or really wet, so M&O is planning on fixing roads and filling potholes after freeze cycles are over in about mid-April.
Haines Highway Milepoint 1-9 Project
- Four damage sites will receive rock face, scaling, repair of culvert inlet, and embankment repair. Design is complete and construction is slated for summer 2025.
Haines Highway / Lutak Road MP 0.5-4.3 Project
- Nine damage sites will receive rock face, scaling, slope stabilization, repair of culvert headwall, and/or guardrail repair.
- These sites have completed 95% design and are under final design review. Design will be completed by the end of summer 2025. Construction is expected for summer 2026.
Lutak Road Project
- Twenty-two other damage sites on Lutak Road will receive culvert replacement, embankment stabilization/riprap/headwalls, reestablishing and stabilizing ditches, associated roadway repairs. The project will also repave the road from Lutak to town.
- Design is in progress. DOT&PF is coordinating with FEMA on project scope of work. Construction is expected for summer 2026.
Anadromous Culverts Project
This project has completed 95% design and is under final design review with DOT&PF and FEMA. This project requires right-of-way easements and is following the deliberative process outlined in the Uniform Act for right-of-way negotiations. Construction is expected for summer 2026.
- DOT&PF Maintenance Yard: Fish culvert replacement, associated backfilling, and regrading repairs. DOT&PF is coordinating with ADF&G on site design.
- Mud Bay Road (MP 5.35) and Sawmill Road: Fish culvert replacement, embankment repairs, stream bank restoration, associated roadway repairs, and repaving.
